Solomons Prime Minister Danny Philip has cobbled together enough of this rogues gallery to form a government with a one-seat majority. He is sanguine about the corruption claims. ''I'm concerned, there are certain things that people have tried to bring into the open,'' he says. ''There's a bit of frivolity in it, there's not seriousness in it. It's a little bit of a smear campaign.''
His government is on a charm offensive, eager to reassure foreign aid donors who are the mainstay of the Solomons economy. ''I'm working very hard talking to our partners in explaining the dynamics and the dimensions, the policies that we will present as a government,'' Philip says.
But this is a leader more focused on preserving his own political skin. Earlier in the day, speaking to a lunch meeting of the Chamber of Commerce, the reassuring rhetoric of ''reform'' is laid on thick, but Philip struggles to outline any specific, long-term plans - the exception a curious scheme to forgive the crimes of the tensions period by excusing all murders except those of police, clergy, women and children.
Many people complain that the underlying ethnic rivalries have not been tackled - despite the establishment of a South African-style truth and reconciliation commission - and cannot be tackled in a political climate so focused on the short term.

18 year old company director? Only in Aiyaz's Fiji
The Fiji ILLEGAL government has reduced the age limit for the appointment of a company director from 21 to 18 years as part of amendments to the 2010 Companies Decree and the 2010 Company Rules.
ILLEGAL Cabinet based its decision on submissions made by ILLEGAL Attorney General Aiyaz Sayed-Khaiyum.
Khaiyum said the minimum age of 21 years has posed problems for people who are proposing to set up companies and who wish to appoint persons as directors who are over 18 years of age, but who have not yet reached the age of 21 years. WHICH COMPANIES? PLEASE, DO TELL.
“Although the (respective) Act allows the appointment of directors below the age of 21 years, this can only be done if approval is granted at the general meeting of the company and special notice is required for any such appointment.”
He also added that in line with international definition and the ILLEGAL People’s Charter for Change, Fiji had reduced the age of adulthood from 21 years to 18 years with respect to a number of laws, such as the Marriage Act and to be effected, the electoral voting age.

National language - I am confused
Discussions are already underway in the I-taukei affairs ministry on what we will use as a national language.
The revelation was made by the Minister of Education, Filipe Bole this morning when launching the first I taukei school books to be used by secondary school student from forms 5 to 7.
Bole said that talks have started within the I taukei affairs on what will be used as the national language. Please, explain what this means? Each nation has its own national language. Which planet are you guys on? Obviously there isn't much thinking or vision on the plate at the moment that the discussion of a national language is paramount at the moment as opposed to the real need of providing funds to enhance the education system in Fiji.
He added that the 1997 constitution which was abrogated by the President in April last year have three recongnised language fijian [SIC], hindi [SIC] and english [SIC] but the plan now is to have a national language.

The right calibre of people
If this story in the Fiji Sun on 9/4/10 was a joke it would be really funny. But unfortunately this is the reality we face at home.
Moves are underway to identify a suitable candidate for the ILLEGAL Permanent Secretary for Finance job, says ILLEGAL Prime Minister Commodore Voreqe Bainimarama.
Speaking to the Fiji Sun, Commodore Bainimarama said the recent changes coincide with UNELECTED Government's preparation for the formulation of the 2011 National Budget.
He said former ILLEGAL Permanent Secretary John Prasad has been reverted to his previous position as Consultant Special Projects while David Kolitagane is now acting.
"John Prasad has got a lot on his plate," Commodore Bainimarama said.
“For now David Kolitagane will act in that capacity until a substantive post holder is identified."
Public Service Commission ILLEGAL chairman Josefa Serulagilagi said it was important that Government identifies the right person for the job.
“It has to be a person with the right calibre,” Mr Serulagilagi said.
This goes with the Commission’s recent move in ensuring that appointments and promotions are done based on merit.
This is due to a lot of changes in the educational qualifications landscape and also the wealth of experience people possess.
This one takes the cake. Educational qualifications? Wealth of experience? You gotta be kidding.
So, the question that needs to be asked, which we already know the answer to, is: How can anyone in this regime identify RIGHT CALIBRE people when they themselves LACK THE REQUIREMENTS OF RIGHT CALIBRE because they all hold their positions of power by RAPING US OF OUR FREEDOM AND DEMOCRACY by the barrels of their GUNS? The money they have freely pocketed and flaunted for their families benefits have not been based on merit at all. Such HYPOCRITES!!! As they would say in the village: Levu ga na cai vosa!

The Human Rights Council is a tragic joke

We should honor BP for protecting the environment. While we're at it, we can name Jack the Ripper to the Commission for the Protection of Women, and make Philip Morris a special advisor on pulmonary health. This would all make perfect sense if we followed the example of United Nations Human Rights Council, one of the most astonishing organizations the world has devised under the UN umbrella.
The Council operates as a parody of itself, as if it had been designed by a team of comedians writing theater of the absurd. The reality, however, is that the UNHRC is a disaster that requires some decisive action by countries that truly value human rights, especially the US.
Today's UNHRC stands as one of the greatest obstacles impeding the protection of human rights by the international community. The organization makes a mockery of the suffering of the victims of human-rights abuses, glorifying their tormentors and depriving victims of a desperately needed protective voice. The obscenely dysfunctional UNHRC has removed from the arsenal of civilization a critically needed tool against regimes that brutalize their people. And now, adding to its dazzling performance in the field of human rights, the Council is working its magic against freedom of the press.
The question now is what does the Obama administration -- and the world's democratic nations -- plan to do about this suppurating sore on the body of the world's foremost international organization?
Where to begin to explain the outrages? Let's look at the Council's Advisory Committee: The group is chaired by Halima Warzazi of Morocco, whose history-making contribution to human rights came when Saddam Hussein used poison gas against Iraq's Kurds in 1988. Warzazi proudly blocked the U.N.'s move to condemn the massacre. The vice-chair of the Committee is the always impressive Swiss diplomat Jean Ziegler, who helped Libya's despot Moammar Qaddafi create the charmingly named ``al-Qaddafi International Prize for Human Rights,'' and became its first winner.
Ziegler who, like the rest of the Council, is obsessed with Israel's sins to the exclusion of any other problem on Earth, has shared the Qaddafi prize honor with Fidel Castro, Louis Farrakhan, Hugo Chávez and other luminaries of freedom. The latest ``expert adviser'' is Nicaragua's Miguel D'Escoto Brockman, admirer of Mahmoud Ahmadinejad and defender of Omar al-Bashir, the Sudanese president indicted by the International Criminal Court for crimes against humanity.
The Council succeeded the disgraceful U.N. Commission on Human Rights in 2006. CHR was such an embarrassment that it had to be disbanded and replaced. But the new effort is even more of a disaster.
The Council, where the 56-member Organization of the Islamic Conference (OIC) effectively dominates the proceedings, now threatens freedom of speech under the guise of protecting religion from defamation. The OIC pushed through a resolution creating a watchdog to prevent perceived slights in the media against religion, such as the cartoons of Mohammed printed in Danish newspapers. U.N. Watch, which keeps an eye on the United Nations to make sure it abides by its own principles, calls this an attempt ``to turn an international shield for religious freedom into a sword for state censorship.''
The Obama administration ended a Bush-era boycott of the UNHRC, promising to use its presence on the Council to pressure the organization to do its job. But that has not happened. According to U.N. Watch's Hillel Neuer, since returning to the Council, the United States has been a disappointment. U.S. participation is not wrong, Neuer argues, ``if it fights vigorously and uses the council to put a spotlight on abusers.'' But it has not done that. Instead, Washington has used the Council as another venue for diplomatic engagement, a policy that has yielded minimal benefits.
Packed with representatives of dictatorships, the UNHRC, says Neuer, is little more than a ``mutual praise society.'' It has stopped monitoring abuses in places like the Congo and Cuba. And, while Iran hangs people in the street, Libya imprisons and tortures dissidents and massacres continue unpunished in other corners of the world, the UNHRC spends almost all of its time condemning Israel.
The U.N. Human Rights Council's behavior is so offensive that it might qualify for that Qaddafi human-rights prize. It's time for the United States to make its presence useful there or else lead democratic countries out of the organization.

During your work, have you ever noticed that the countries that are the most egregious practitioners of this stereotyping, in the form of caricatures, are those who sponsor and support these UN resolutions?
In particular, have you ever noticed that state-controlled newspapers in the Middle East regularly publish the most repugnant anti-Semitic cartoons?
Depictions of Jews as bloodthirsty are commonplace. For example, in Jordan, on January 15, 2009, Al-Arab al-Yaum published a cartoon of a hunch-backed and hook-nosed Jew, drinking Palestinian blood.
Other images promote the notion of a Jewish conspiracy. In 2008, Syria’s Al-Watan published a cartoon of a religious Jew holding puppets of U.S. presidential candidates McCain and Obama.
Jews are regularly depicted as bloodthirsty murderers. In Qatar, on June 2, 2010, Al-Watan published a caricature of a Jew who is half-man and half-octopus, wielding a weapon and an axe dripping with blood.
One could also cite dozens of caricatures portraying Jews stealing organs of Palestinians, such as this one published in Oman, on August 20, 2009, in Al-Watan.
All of these caricatures are reminiscent of the Nazi area, and depict religious Jews in classic stereotypes: long beards, black hats and coats, all of which target the Jewish religion and its adherents.
Mr. Rapporteur, in your investigation of intolerance and religious hatred, we call upon you to examine first — as logic would require — the countries that sponsor these resolutions.

What has Voreqe got to offer to this NON-ALIGNED MOVEMENT?
What exactly does this brand of international exposure mean? Since Voreqe is UNELECTED, of course, he will do whatever he MUST to keep himself and his military goons and regime supporters paid and living it up. The form-6-failure have no clue what exactly this Look North policy entails because he is just riding the band-wagon with no regard at all for the long term. The Undersecretary for the Department of Economic Development of the Abu Dhabi Government, Mohammed Omar Abdulla says Fiji as an administrative, economic and geographical hub must be given more international exposure. Does Bainimarama FEAR new leadership ideas because of his LACK of leadership skills?

Why outsource, when our Fijian workers NEED employment. And we WONDER, why aren't the CIVIL SERVANTS not doing anything about the prospect of them losing their jobs now, while the gun-toting army and their stupid bunch of thieves DICTATE to them their future?

Some major changes are expected in the civil service over the next four years, which could lead to job losses but hopes are high at this stage that workers may be absorbed by companies taking up government works.
ILLEGAL-AND-ACADEMICALLY-CHALLENGED Prime Minister, Commodore Voreqe Bainimarama said the government will have a significant shift from its current method of operating the civil service and the standards of service delivery.
In line with this, Commodore Bainimarama has now announced government's plans to prepare an Outsourcing Policy for the whole of the civil service as part of its reform agenda.
The policy will be considered and approved by cabinet before its effective implementation within this year. DICTATORSHIP! DICTATORSHIP!
He said such a policy will also contribute to government's ongoing efforts in reducing operating expenditure make available more resources for essential capital expenditure and encourage private investment for growth in jobs and income.
Commodore Bainimarama said they have already started the process through the outsourcing of road maintenance works earlier this month to a Malaysian company and are expecting good results from this decision. WHERE ARE THE JOBS FOR THE FIJIANS?

However he emphasizes that the government will explore options on how best affected employees can participate in opportunities arising from outsourced contracts.
He has requested the Public Service Commission to conduct wide ranging consultations across the civil service in the development of the Outsourcing Policy.
It will articulate the priority areas for outsourcing and implications on staffing.

THE Reserve Bank, which loaned $20million to the Fiji Sugar Corporation in the past 12 months, says the company's financial situation is "dire".
Bank governor Sada Reddy said "FSC's financial problems have to be quickly fixed".AND MR. REDDY YOU KNOW VERY WELL HOW THIS PROBLEM IS GOING TO BE FIXED. ONLY ONE WAY. "Factory problems must be fixed as soon as possible," he said.
"The mill upgrade program under way for the past few years has not delivered to expectations and resulted in huge losses to the millers, farmers and the country as a whole.
"The FSC had to go into huge debt because of the mill upgrade program, the substandard work done by the contractors resulted in huge losses last year.
"It was a disaster to say the least."

Mr Reddy said the sugar industry's contribution to real GDP had decreased over the year to the current rate of 3 per cent, compared to the 11-12 per cent recorded 10 to 15 years ago.
Last year's sugar output was the lowest in 39 years and largely due to the inefficiency of the mills which affected sugar production.

ILLEGAL Attorney-General and Minister for Justice, Aiyaz Sayed-Khaiyum, presented changes made to the country’s laws at the Review Conference of the Rome Statute of the International Criminal Court in Kampala, Uganda.
He reported to the conference that the ILLEGAL Government had made changes to keep up with the changing times.
“As far as complimentarily is concerned, we have recently repealed nearly a 100-year-old Penal Code, inherited from our colonial past and replaced it with the Crimes Decree,” Mr Sayed-Khaiyum said.
“This decree incorporates all the offenses prescribed as crimes against humanity and genocide. The Crimes Decree also removes all gender biases, including Victorian rules of corroboration in rape trials.”
He said Fiji was one of five countries from the Pacific that has ratified the Statute.
“The recent strides made by Fiji have gone largely unacknowledged by the larger, economically, more powerful neighbours and indeed internationally,” Mr Sayed-Khaiyum said.
OF COURSE, WHY WOULD THE LARGER POWERFUL NEIGHBOURS ACKNOWLEDGE SOMETHING THAT WAS DONE ON THE PLATFORM OF ILLEGAL MEANS, THAT IS, A COUP!

Temperamental, Unstable and Rubbish Bainimarama at it again!
Bainimarama's temperamental and unstable mind is again at display for the rest of the Pacific world's elected leaders to see, but for the coward and bully man himself, he does not see it because he is so blinded by his own arrogance, ignorance, hatred and anger for Others' FREEDOM!
The reports in the Fiji Live, Fiji Village and Fiji Sun websites regarding Bainimarama's cancellation of the invitation extended to the Pacific Islands Forum Leaders at the Ministerial Contact Group (MCG) meeting in Auckland this week, and the question he raised on where the Pacific Islands Forum Secretary General, Tuiloma Neroni Slade is getting the information that the situation has worsened in Fiji, is ANOTHER clear example that the failed-sixth-former who struts around as Fiji's ILLEGAL PM is not well-versed in democratic leadership or any kind of leadership for that matter.
His brand of leadership is only suited for him and his family. So, maybe he should take the hint and tend to his family's affairs first before wanting to BOSS every one else around, on his own idiotic terms.
We have continually raised this issue here before, Bainimarama does not engage in DIALOGUE because he only likes to hear his own distorted voice and his inclination to resort to vocabulary that is synonymous with his load of garbage- like rubbish and toilet paper! Thus, when he also raised the question on where Slade got his information to present to the Forum Group since he has had no talks with him since he took over the position, it should be clear to Bainimarama that all the talk with him that needs to be heard by people like Slade about his stand is already demonstrated in the PER, the immunity decree, the media decree, the abrogation of the Constitution, the many "chartered" complex reforms that hasn't changed an iota of economical, social or infrastructural progress for the last four years, and the many "soft loans" Bainimarama has secured from especially China and their now DESPERATE bidding to get an IMF loan. In addition, there is no need for face-to-face talk to make anything legitimate in Fiji these days because we are in the 21st century Bainimarama. Technology assists in the dissemination of news, whether it is from the regime or from law-abiding elected leaders and citizens. Therefore, there is not a REAL need or urge by elected leaders like Slade to WASTE THEIR TIME meeting with "scrawny-chicken-unelected-thugs" like Bainimarama.
And the more Bainimarama throws a two-year old tantrum like the latest saga, it again displays to the world his lack of tact, knowledge and skills for leadership and moral responsibility in a civilized democratic society. Well how could he, he is a SELF-PROMOTED-ILLEGAL-COWARD-SCRAWNY-CHICKEN LEADER, who is really a DICTATOR!

Bainimarama is NOT qualified to talk about ROLES
This report in the Fiji Sun (May 30) is just as ludicrous as it is stupid. How can Bainimarama in his right thinking mind say this?
“Everyone has a role to play in bringing about peace. If we all play our roles it will lead to a peaceful and loving society.”

The man is soooo irritating it is nauseating. We, the law-abiding citizens of our nation in EVERY sector have been playing our roles very well, in bringing about peace and prosperity in our nation. It is HIM and his MILITARY that have lost sight of THEIR ROLE, thus, it is their ACTIONS when they STOLE and RAPED us of our democratically elected government, which then led to the decimation of our freedom and rights that have dragged us down to the path of national destruction since 2006.
It is so convenient for him to make references to our nation's leaders like Ratu Sukuna but what he failed to mention is that Rt. Sukuna WORKED HARD to make changes in our nation by his own commitment and efforts. Rt. Sukuna DID NOT USE GUNS to enable changes to happen in our Fiji making it the Pearl of the South Pacific.
Did he even UNDERSTAND what he said when he said:
“If their roles are carried out there would be no clashes which are not part of our culture and lifestyle. It is one way that can make us live in a peaceful society. The church should play it’s role, the vanua play its role and the Government plays its role."

Scrapped PENSION DECREE - why not ALL?
Now, now, here...the news regarding the regime's scrapping of the Pensions Decree must be taken with a grain of salt! Because now the true colours, which we, as intelligent-law-abiding-citizens KNEW before and always will, is the very fact that the officials of this regime are ALL just plain STUPID and IDIOTIC when it comes to the simple notion of making CHANGE happen.
NOTHING! will ever be permanent or acceptable especially when change is pushed, shoved and rammed down people's throats. As we just saw with their about-turn stand on this Pension's Decree, we wonder what the REAL STORY is behind this revocation. Jeez, the whole hulla-ballo when this happened and their holier-than-thou stand to strip LEGAL and ELECTED past ministers of their pensions because in the ILLEGAL-SUGURAKI-SIXTH-FORM -FAILURE Bainimarama's word...
'he was quoted as saying in a newspaper report that the decree was introduced to teach people a lesson. He said the ILLEGAL government had made its point and was mindful that these people were human beings.'

More on the IMF and Voreqe's loan dreams
The report on FijiLive (MAY 22) regarding the IMF's outlook on the 'considerable risks' amids Fiji's hopeful growth is again a worrying sign, which is NOT new anyway for us law-abiding citizens. The whole report seems to say a lot of Voreqe's and his illegal government's FALSE HOPES!
As the IMF report says: “The growth outlook remains highly uncertain due to political developments, volatility of commodity prices, the risk of natural disasters, and the complex structural reform agenda.”
See here, if we take away the two bolded phrases, then we are sure the only thing that can be managed and assisted ASAP by our international partners is the 'volatility of commodity prices' because natural disasters are out of our control. Therefore, if we look at the two bolded factors then it says only one thing - VOREQE'S COUP AND HIS COMPLEX REFORMS are WRONG, WRONG, WRONG AND are NOT HELPFUL AT ALL TO OUR COUNTRY'S PROGRESS, EVER.
It has been PROVEN many times over that what Bainimarama thinks and touches ends in disaster like the FNPF saga!

Bainimarama and Aiyaz have NOTHING to prove for their reforms except more CHAOS!
Have you noticed a trend in INCOMPETENCIES regarding ALL the reforms or so-called assistance that this regime has undertaken since they seized power?
Here's a list, which is not exhaustive by any means but just a few examples:
1. The bus fare scheme, which even the children themselves who obviously are more educated than the Sixth-Form-Failure Bainimarama were able to dupe them for.
2. The food assistance voucher now being used to buy mosquito coils and other neccesities, in addition, to the complaints from those in villages in Tailevu that the $30 voucher didn't factor in their travel expenses to get to the supermarkets in the first place.
3. This one takes the cake for now, Aiyaz Sayed-Khaiyum now complaining about Fiji’s immigration processes been breached by compromises made in the granting of citizenships and the registering of “dubious” companies. Then he has the "cheek" to highlight the need for different government agencies to come together to ensure that the law is enforced. What a hypocrite!

What will the IMF loan mean for Fiji's future, IF it eventuates?
Since April 2009 we have been hearing from the ILLEGAL Self-appointed PM Bainimarama that the IMF will be assisting his regime's planned reforms with a loan, which may amount to F$1 billion.
Although we know that being a third world country we will always rely on loans, funds and aids from overseas to maintain our economy, what we don't agree with is the fact that the IMF is dealing with our country's military dictatorship to secure these loans for their so-called reforms. But this shouldn't be a surprise to anyone because the IMF has been known to provide BILLIONS of dollars to dictators around the world. Moreover, it has been recorded that when IMF lends to a THIRD-WORLD country like Fiji (or Jamaica, as it found out in 1995) skeptics have observed that IMF involvement is not necessarily helpful to a third world economy.
Now, if we look carefully at the IMF organisation, we know that it relies on donor countries for their revenue, which they then lend to countries that borrow, so they can be assisted. But it must also be known that like any lending organisation, these loans must be paid back, with interest. In the past, the IMF has been falling short of maintaining their own operation costs because of the economic situation of the world, in addition to some donor countries like the USA, now wanting to diminish their contributions to the IMF funds, and also loan receiving countries like Brazil and Venezuela, paying off their loans in time, thus not having the obligation to pay the hefty interests that enables the IMF to do what it does.
Now we know that the IMF has been having talks with the regime since 2009. And since no loan has materialised our bet then is that, the IMF has only been providing technical assistance to the regime. And this assistance IS NOT FREE!
As Mr. Crockett, Chair of the Eminent Person's Committee said in the Crockett Report, which is the Final Report by the Committee to Study Sustainable Long-term Financing of the IMF (http://www.imf.org/external/np/tr/2007/tr070131.htm)
"the provision of technical assistance and capacity-building is an important function of the Fund. It benefits not only the countries that receive it directly, but it benefits the stability of the international monetary system. And even the countries that receive it are of course in many cases low-income countries that might not easily afford the rates of charge. So within the report we have recommended that the Executive Board of the Fund should look carefully at this issue with a view to preserving the utility of the technical-assistance and capacity-building services it provides, making sure that they are not shortchanged by the unwillingness of countries perhaps to pay the charge, but at the same time to review the incentives in such a way that the technical assistance is best targeted and does not involve excessive use of resources.
You see here, the IMF knows the dire state of our economy and that this regime, at this stage can only afford the rate they charge for technical assistance. So, they don't want to excessively waste their resources on something that may be a LOST CAUSE! And this was proven in the US's recent statement of not wanting to offer their hard-earned taxpayers' dollars to a regime that is not working hard enough to curbing human trafficking, but in our eyes most importantly, this is a regime that STOLE power and one that has been working like a group of hard-knocks for their own self-preservation.
But our question would be: Which funds have been affected, so this regime can pay the rate charges for the IMF's technical assistance, thus far? Is it the students of RKS whose dining room has not been fixed, or more likely EDUCATION for our children as a whole?References:

ON MARCH 19, Shandong farmer Li Baoxiang consented to his only son being vaccinated for swine flu. That night, eight-year-old Li Zhikang said he felt sick. By the morning his body was trembling all over. Yesterday the father stood with tears streaming down his face at Beijing Children's Hospital as his boy struggled for life inside a crib in the intensive care unit. ''He's my only child,'' Li said. ''My own mother is sick and I cannot bring myself to tell her why we have come to Beijing. I'm such a trivial and ordinary person. I know I can't fight against the government.''Li's family tragedy has become a conflict with the Chinese government because no official would investigate his claim that a dodgy vaccination had made his child sick. He tried the town, city, provincial and central governments, and various departments within each of them, only to be told each time that his problem should be taken some place else.
The person who did listen was Wang Keqin, chief reporter at the China Economic Times. Wang had earned a reputation as one of China's leading investigative journalists after exposing how mafia groups controlled Beijing's taxi industry, how mafia henchman had gunned down farmers at the village of Dingzhou after being called in by its Communist Party chief to resolve a land dispute, and also how collusion and cover-ups with blood transfusions in Henan province had caused a horrendous AIDS epidemic among the poorest peasants who lived there.
Two days before Li's son's vaccination, on March 17, Wang published his latest expose - this time of how health officials and business interests had colluded to create a monopoly on the province's vaccination system, worth 60 million yuan ($A9.8 million) a year.
He told how vials were left in sweltering conditions in order to stop the government's quality assurance stickers peeling off, while complaints were ignored. Wang linked those grossly mishandled vaccination vials with the deaths of four children and the illnesses of 74 others.
But his story and the victims he interviewed were treated as a threat to China's social stability rather than an urgent heath issue. Complainants were systematically rounded up, detained, and escorted back to their home villages. Wang was warned that his life may be in danger if he returned to Shanxi.
Another renowned Chinese journalist, Qian Gang, who now works at Hong Kong University's China media project after being pushed out of the Southern Weekend newspaper, described the ''chill'' that Wang's report sent through China.
''I first read Wang's report at the web portal QQ.com at 9.20am on March 17, where it was featured prominently at the top of the news headlines. Just half an hour later, the headline was removed and the report buried deep among run-of-the-mill news stories,'' he said.
At the same time, the government moved to control the agenda. A news release from Xinhua News Agency carried the response from provincial health officials in Shanxi, who denied the allegations in Wang's report, saying, ''Shanxi province has never received any report indicating mass adverse reactions as a result of vaccinations.''
On Wednesday morning, The Age went to the China Economic Times headquarters in Changping, in Beijing's northern suburbs, to learn more. Wang opened his office door looking agitated. ''I have some new information for you,'' he said. ''We've just had a meeting and our chief editor has been removed.'' Bao Yueyang, the chief editor, publisher and Communist Party boss of the newspaper, owned by the State Council's Development Research Centre, had paid the price for commissioning and doggedly defending Wang's report.
Meanwhile, a Shanxi Health Department whistleblower on the story, Chen Tao'an, said he had witnessed the gross mishandling of vaccine vials, even after numerous complaints. He said he knew of about 150 Shanxi families who had complained that their children had been sickened by the vaccinations.
Bloggers likened the tragedy to the recent milk-powder scandal, where hundreds of children died and thousands were made ill due to a similar pattern of government-business collusion and cover-ups. Distraught parents were intimidated against pursuing their complaints and lawyers were punished for representing them. The enormous security and propaganda system that trammels the Chinese media, and society more broadly, is designed to protect the Communist Party. But distinctions between the interests of the party and vested interests of individuals within the party are often hazy.
Sensibly, Wang declined to answer questions about which particular officials or business interests might have been upset by his story. Chen, the whistleblower, said the company involved had a ''complicated government background … I feel the power on the other side is quite strong.''
Wang said there were no signs that health officials had investigated complaints from distraught parents. Rather, they had been systematically harassed, detained and gagged. Our interview did not last long. Wang was interrupted several times by parents anxious about their sick children.
A colleague of Wang's received a text message from the farmer, Li, at Beijing Children's Hospital with his eight-year-old son.
''The doctor just told me he has to use immune protein, which requires about 10,000 yuan,'' Li wrote. He had already spent 170,000 yuan, mostly begged and borrowed from friends and family. ''I'm useless. I can't even save my own child. What am I living for?''
A fortnight before Wang's newspaper report, Premier Wen Jiabao had told the nation: ''Everything we do is to make people's lives happier, more dignified, so that society becomes more just and harmonious.'' He spoke of ''creating the conditions for the people to monitor the government''.
Wen's work report to the National People's Congress had been negotiated and approved by China's leadership group. There remains a chasm between the government's stated aspirations and the realities of power and incentives on the ground. But Wen's words - repeated and strengthened since - provided a signal for Chinese editors like Bao to be more adventurous. Chinese scholars were emboldened to publicly warn their leaders that their approach to ensuring ''social stability'' at all costs was dangerously destabilising.
In April, a team of Tsinghua University sociologists led by Professor Sun Liping submitted a remarkable report, with a lengthy extract published a fortnight ago in the popular Southern Weekend newspaper. ''Without fundamental resolution of the question of mechanisms for social justice and balancing interests, blindly preventing the expression of legitimate interests in the name of stability will only accumulate contradictions and render society even more unstable,'' the report said.
It detailed how ordinary people needed channels to express their grievances and the capacity to negotiate to protect their interests, including collectively. It said institutions of civil society had to be promoted, and government must allow transparency so that members of the public could view their own files and mitigate their suspicions.
And the government must step out of the way where it is not required and step in where it is needed, as the maker and arbiter of law. The failure to provide such channels and institutions fosters more corruption, inequality and worse.
''Stability work tends to become an instrument to maintain the interests of unscrupulous companies and contractors, a tool for maintaining the interests of developers [in carrying out] predatory evictions and relocations,'' the report said.
Government must ''provide institutional channels for venting social discontent … and forming social mechanisms for conflict resolution,'' it said. ''In modern society, the most fundamental rule is law.''
These warnings have taken on a new significance after a 10-week spate of gruesome schoolyard killings. The details of most cases have been tightly suppressed. Most Chinese newspapers failed to mention Wednesday's meat cleaver massacre at a kindergarten in Shanxi province, which reportedly involved a man's frustration at a property dispute.
Judging by comments from the scholars chosen to speak in the party's propaganda outlets, one of the party's main priorities is to make sure people don't talk and think too much about what social or institutional problems may lie beneath.
Professor Yu Jianrong, a lawyer at the Chinese Academy of Social Sciences, has pioneered China's new debate on social stability. ''The constitution should therefore guarantee a fair opportunity to take part in and to influence the political process,'' he wrote last month. And if not? ''Great social upheaval may thus occur, and the existing social and political orders are likely to be destroyed.''
Since then, Yu has penned an opinion article in the Southern Weekend about how to implement democratic reforms. And last week, another famous scholar, Yu Keping from the Communist Party School, gave a lengthy interview to Phoenix Weekly on the same subject.
The fact of these debates is progress, but they remain academic. On Wednesday at China Economic Times headquarters, we were shown a text message received by one of the Shanxi complainants named Wang Mingliang. His nine-month-old son had died during the Beijing Olympics, shortly after being vaccinated.
The SMS message is dated March 19 - two days after the China Economic Times report - and reads as follows: ''Don't guess who I am, my boss told me to contact you. Let me make it clear to you, don't make any more trouble with the vaccine issue. Once you stop, my boss will give you 100,000 yuan. You can give me your bank account number now. If you are determined to make trouble, it's very easy for my boss to find someone to cut off your leg … You are, after all, an ordinary person. But my boss is not.''
Scholars such as Yu Jianrong and Sun Liping, and journalists like Wang Keqin and his editor Bao Yueyang, believe too much is at stake for their country for them to buckle under to these threats.
Wang Mingliang, seeking justice for his deceased baby son, was shadowed by Shanxi police as he travelled to Beijing. Wang Keqin, the journalist, sheltered him in his family home. The next night, editor Bao Yueyang put him up in the newspaper's guesthouse. Wang wrote on his blog at the time that Bao was under enormous pressure ''from many sides'' but showed no fear. ''We will fight till the end for the safety of more Chinese children,'' Wang recalled Bao telling him.
Bao has now been removed, but has no regrets. ''If I hadn't published your report, I wouldn't have been able to feel peace again for as long as I live,'' Bao wrote on his blog after his dismissal. ''Even if I pay a price for this, it will still be worth it.''

An economist has raised concern over the increasing unemployment rate in Fiji.
Speaking at the launch of the Economic and Social Survey of Asia and the Pacific 2010 in Suva this morning, Professor Biman Prasad said the unemployment problem is a serious one and ‘is both the result of global economic crisis and political crisis’.
The University of the South Pacific’s Professor of Economics and Dean said records held by the Ministry of National Planning revealed that almost a half (47 per cent) of all the unemployed had attained Senior Secondary or higher education.
This percentage was even higher for females (67 per cent) than for males (35 per cent).
Some 14 per cent of the unemployed had Certificates, Diplomas or Degrees, he said.
As well, Prasad said the government has already done enough to cut expenditure in some of the key sectors such as public service.
“There is little room for further savings from the reforms in the civil service and if the cuts go any further, it will affect the delivery of services in a significant manner”.
Prasad added policies which Fiji adopted to ensure the poor and vulnerable were not affected, are commendable.
“For example, it increased the income tax threshold from $9000 to $15000, reduction of duty on basic food items, increased welfare assistance, food voucher system, and support for school children through bus fare and text book subsidy, and support for the agricultural sector to raise production and thereby increasing income levels for the farmers,” continued Prasad.
Prasad also noted that the decision by government to introduce the new Wages Regulation Order in July 2009 was a positive move as it would protect low income workers wages to an acceptable level.
Professor Prasad says the future prosperity of Fiji will depend on how we can create confidence.
And by the looks of things, the CONFIDENCE building is going to and will be a futile exercise because of the POLITICAL CRISIS created by VOREQE'S COUP-never mind its so-called "good" intentions!

TWO new players have been included in the Fiji training squad to prepare for the last leg of the IRB Sevens World Series in London and Scotland.
Suva rugby captain and Napolioni Naulia and Nadi halfback Semi Keli have been called up as replacements.Naulia and Keli's inclusion takes the squad number to 17 that will march into camp today.
"We have selected nine players in the forwards and eight for the backline," he said.
Team manager Jope Tuivanuavou said they had opted for disciplined players in the side to bring victory to the nation. WHAT THE CRAP!!! NAULIA IS DISCIPLINED? DISCIPLINED ALRIGHT TO KILL AN INNOCENT CHILD!
There had been some concern lately regarding the team's discipline.
Tuivanuavou said he had emphasised to players the importance of maintaining discipline in their preparation.
"If a player still continues his indiscipline, he can shipped out or have his contract pay deducted," he warned.
He said only 12 players would be selected for the London and Scotland 7's.
The London 7s tournament will be held on April 22-23

- Rally the Pacific Island Forum leaders like the Honorable PM of Samoa to vote to prevent Fiji's democracy RAPIST addressing the assembly next year, if he gets to attend.

(CNSNews.com) – An African foreign minister told the United Nations General Assembly on Monday that governments arising from coups should be denied recognition and banned from participating in any U.N. institutions.
Namibian Foreign Minister Marco Hausiku was addressing a gathering in New York chaired by a man whose government seized power in a coup four decades ago. At least 12 other governments in the chamber came to office in the same way.
Hausiku’s comments came three days after African representatives called for a vote to prevent Madagascar’s self-proclaimed leader, Andry Rajoelina, from addressing the General Assembly session.
Madagascar’s elected president was ousted in a coup last March after street protests led by Rajoelina, then the mayor of the capital, Antananarivo. Rajoelina later proclaimed himself president of a transitional government, a position he said he would hold until elections scheduled for 2011.
International condemnation of the coup included a decision by the 53-member African Union (A.U.) to suspend Madagascar.
Rajoelina was on the list of General Assembly speakers last Thursday, but after objections and walkout threats from African governments, his name was removed.

Jean Victor Nkolo, a spokesman for Triki, told a briefing Monday that a member state had raised a procedural objection to Rajoelina speaking, and the General Assembly president had followed the rules of procedure.
In his speech Monday, Namibia’s Hausiku said the U.N. should “support the A.U. principle positions of not recognizing governments that come to power through military coups.”
“Namibia calls upon the U.N. General Assembly to urgently pass a resolution prohibiting the participation of such governments in the activities of all the U.N. institutions.”

Monday’s list of speakers included representatives of five coup governments – the prime minister of Burma, and the foreign ministers of Sudan, Tunisia, Oman and Guinea.
Fiji’s coup leader spoke on Saturday, and on Friday – the same day Rajoelina was blocked from speaking – the speakers’ list included Burkina Faso’s president and a representative from the Central African Republic.
Thursday’s speakers’ list included the president of The Gambia, and on Wednesday, the president of Equatorial Guinea and the emir of Qatar spoke.
On Wednesday, the opening day of high-level debate, Libyan leader Muammar Gaddafi, who took power in a coup four decades ago, also addressed the session at length.
Gaddafi enjoyed a prime speaking slot, immediately after President Obama, because Libya holds the presidency of the A.U. this year. A Libyan, Triki, is president of the General Assembly and Libya has also been a non-permanent member of the Security Council since January 2008.
The ministry and mission were asked whether Namibia included countries like Libya, Equatorial Guinea and Burkina Faso in its call for member states whose governments came to power in coups to be denied recognition and excluded from U.N. activities.
Honduras an exception
Aside from Madagascar, the only country whose de facto leader was not permitted to address this year’s General Assembly was Honduras.
Interim President Roberto Micheletti and Foreign Minister Carlos Lopez were denied U.S. visas and were not able to travel to the New York. Had they been able to make the trip, neither of them would in any case have been allowed to speak.
President Manuel Zelaya was ousted last June in what the U.S. and international community say was a coup. The interim government contends that the troops who removed him were acting on orders of the Supreme Court after Zelaya violated Honduras’ constitution by proposing to amend its presidential term limits.
Zelaya’s foreign minister, Patricia Rodas, did speak in New York late Monday, delivering an appeal for stronger international pressure on the “putschists.”

slipped back into Honduras last week and is holed up in the Brazilian Embassy, from where he is urging his supporters to protest in the streets.
