Judiciary to implement fair recruitment system

Yes, nepotism and croynism as it is practised by this military regime is NOT A GOOD THING because they have blatantly paraded this very concept infront of us, for example, Meli Bainimarama brother of Voreqe Bainimarama now over 55, but still employed in his capacity as CEO of the Ministry of Fisheries and Foresty. However, they should not penalise others who have been trained and have the REAL merit and experience to hold such positions as indicated in the first story about judiciary appointments only because they have blood or marriage relations with another person in the same department.

In Fiji, Fijians are all related somehow or another. So, I think this utopian of creating "
A fair recruitment system which generates racial balance that would reflect the true ethnic composition of Fiji" will only be of benefit for non-Fijians like the Sri Lankans who have flooded our courts.

This new form is a blatant abuse of ones individual rights to equal opportunity based on their education, knowledge, expertise and REAL HARDWORK, unlike the shoe-ins that have now over-populated our government offices as a result of the NEPOTISM AND CROYNISM practiced by Voreqe and his military regime.

But the most dumbfounded piece of advice of all was this utterance by the Illegal CJ -

Can we start with you Mr. Illegal CJ, please?

Now on to the next item. Can the Illegal SG clearly demonstrate what "substantial development and reforms" have been enabled by the introduction of the 49 laws, especially in the field of "freedom of information"? Because from where we are standing the P.E.R is still in place, media censors are still in the media outlets censoring what's broadcasted and printed and the Illegal PM has been quoted to tell the people of Fiji to not believe all that they read, especially in the blogs. Which does show that they only want to continue to brainwash the people of Fiji with their hunky-dory developments all the while buying militarymen's loyalty with blood money.

And last but not least, continuing with the nonsense of how this military regime keeps thinking that their coup is a good coup with all the lies right from the onset before Dec. 5 2006, the Illegal President continues with this talk of solving disputes through mediation CONVENIENTLY FORGETTING that the unnecessary dispute they have befallen on the people of Fiji have been numerous times by numerous legitimate entities tried to be solved through mediation. But because the military regime officials are so thick, disrespectful and morally irresponsible people they tend to forget that they are NOT PRACTICING WHAT THEY PREACH. Therefore, like the wind, their words appear and disappear into thin air without even a glimpse of approval from the peace loving people of Fiji and the world.


Thus, their mission, as altruistic as they think it might be will only result in more heartaches and struggles for our children and unborn children. Because they will have to carry the burden of paying the debts socially, morally, psychologically and financially that this military regime has KNOWINGLY BESTOWED on them. For that our prayers and thoughts are with our children and unborn children. So, what can we do now to assist them?

A unit in the Prime Minister’s Office has been given the task of ensuring the public service puts the Government’s budget plans to work.

“We got the long prodding stick to ensure people keep moving,” said Lieutenant Colonel Pio Tikoduadua, the permanent secretary in the PM’s Office, while addressing members of the private sector at the Post 2010 Budget Forum today.

“It is a challenge, but we’re working very hard through certain initiatives and reforms to help shape the attitude of the public service to be able to execute government’s intentions.”

IF YOU GAIN THE TRUST OF THE PEOPLE, THEN YOU WILL NOT NEED UNNECESSARY UNITS AS SUCH TO POLICE THE SERVICES THAT TRAINED CIVIL SERVANTS HAVE BEEN TASKED WITH.

Lt-Col Tikoduadua said chief executives officers of Government ministries and departments, the permanent secretaries, will be meeting on Monday to rehash the 2010 Budget, which has been applauded by many.

“This will be the first time where we will perhaps put in the more intimate details of what will go into their corporate plans and strategic plans that looks forward to 2012.”

Lt-Col Tikoduadua gave the assurance after the private sector raised concerns on the implementation of the “well thought-out” budget.

“The implementers, the second government, could frustrate this process,” said Nur Bhano Ali, the president of the Suva Chamber of Commerce.

“But, overall, well done, good plans, but let’s get the civil service to rally behind it.”

Lt-Col Tikoduadua agreed that it is critical to set the proper environment so that the “second government” can do its job.

“Through that unit in the PM’s Office, we will ensure that policies are implemented,” he said.

They're intelligent people who deal with dialogue all the time. And from their vantage point, compromises are made for the Good of All. But as far as you're concerned, it's still my way or the high way...so you can start to froth up in the mouth for funds for your reforms but nothing will be forth coming until such things as the PER etc is lifted!

Fiji growth outlook uncertain, says IMF

As Fiji moves forward with its economic reform agenda, it is faced with an economic growth outlook that remains highly uncertain, a visiting team from the International Monetary Fund has concluded.

“The economy is expected to contract by 2.5 percent in 2009 as the impact of the global crisis has been exacerbated by floods and damaged crops and tourist infrastructure early in the year. GDP growth of two percent is likely in 2010, driven by the rebound in tourism, the devaluation, the global recovery, and rebuilding after the floods. Growth over the medium term should rise to 2.5 percent with fiscal consolidation and progress on structural reforms,” the IMF said in a statement released in Suva today.

“Fiji, however, faces considerable downside risks given its external vulnerabilities. Increased liquidity in the banking system poses risks of inflation, macroeconomic instability, and a loss of competitiveness. The growth outlook remains highly uncertain due to political developments, the fragile nature of the global recovery, volatility of commodity prices, the risk of natural disasters, and the complex structural reform agenda.”

The IMF team, led by Ray Brooks, Division Chief in the Asia and Pacific Department of the IMF, commended Fijian authorities for their efforts to limit the overall deficit in 2009 to the budgeted level of 3.25 percent of Gross Domestic Product, but noted that central government debt, at over 50 per cent, remained high by regional standards.

“In addition, government has contingent liabilities of around 15 percent of GDP. Fiscal consolidation is needed to reduce central government debt to the government’s target of 45 percent of GDP over the medium term. Limiting the 2010 Budget deficit to around two percent of GDP - excluding costs associated with civil service reforms - would begin to reduce the debt-to-GDP ratio.”

The IMF team also gave recommendations on improvements in monetary policy measures as well as the role that the Fiji National Provident Fund, Fiji’s only public superannuation fund, plays in the local economy.

While in Fiji, the IMF team met with Prime Minister Commodore Voreqe Bainimarama, Reserve Bank of Fiji Governor Sada Reddy, Acting Finance Minister and Attorney-General Aiyaz Sayed-Khaiyum, Finance permanent secretary John Prasad and other government officials and members of the private sector and civil society.

Representatives from the Asian Development Bank and the World Bank also took part in the meetings.

Decrees, National Dialogue and the Farter Charter

So, Voreqe's military regime are now going full-swing with their reforms as stipulated in their Farter Charter to indicate to the EU and other aid organisations that they are "doing what's best for Fiji." This in return will allow these aid organisations to loosen their grip on their money and give in to Voreqe's delusional mission of THE FIJIAN UTOPIA, thus making Voreqe's mission a legitimate and noble one!

Well, well, well, I would always say DREAM ON!

Why? Because ALL THESE GRANDIOSE DREAMS OF VOREQE may seem like an altruistic prospect, but as we ALL know, except for Voreqe and his cohorts of course, that all of this mean NOTHING because it was all possible by the barrel of the gun. All this push for reforms and the ones we're seeing now being pushed...the change of naming identities to i-taukei or Fiji Islander or whatever, and the change of school names that have Indian or Fijian in it, will in some magical way bring about the espousing of democratic values, the rule of law and an independent judiciary to our country. They obviously believe that to start with this naming issue will somehow change the MENTALITY of the people and their PERSONALITIES so in due course, we will be NON-CORRUPT or NON-RACIAL, etc. OMG!!!!! WHO IS LIVING IN LA-LA LAND!??

The question to be asked is - What is more important - the labels given or the imperative fact that these i-taukeis or Fiji Islanders display values like moral responsibility, respect for each other, intergrity, etc. and that schools have the resources needed and a curriculum that is rigorous, significant, relevant and challenging enough that would prepare and encourage our children to be THINKERS, INQUIRERS, CARING, REFLECTIVE, RESPONSIBLE CITIZENS etc as they grow up in an unstable nation full of stupid leaders!?

In addition, what we as citizens have to always keep in focus is the big picture or the bigger issues like the OFFICIALISING OF THE MILITARY'S ROLE IN OUR FUTURE GOVERNMENTS. Voreqe is reported to be telling the EU about this National Dialogue Forum, but did he also tell them that whoever comes in has to adhere to his Charter, which is a document in itself that had violated the democratic rights of the people of Fiji. What about the ruling by decrees? All this OUR WAY OR THE HIGHWAY business as recently bestowed on Aiyaz Khaiyum in the form of "seizure of broadcasting licenses." And the most frightening thing about is, like when the defunct ex- President reappointed Voreqe after his rule was declared illegal by Fiji's Appeals Court, is that they have also decreed that NO ONE CAN OPPOSE THEM IN COURT OR ANYWHERE ELSE IN FIJI!

Now, is that a first start to upholding the rule of law and espousing democractic values? No! no! no! Quite the opposite. So to the UN, IMF, World Bank, etc...get the feel of the grassroots people first before you commit to any LIES from this regime. Because what they are doing is like what those Somali pirates have been doing. Hijacking ships in the high seas for ransom money, which they just spend on weapons and BIG SUVs.

HOLDING OUR BELOVED COUNTRY AND ITS DEMOCRATIC VALUES AND RULE OF LAW AT GUNPOINT IS INHUMANE AND BARBARIC! AND IF YOU GIVE THEM MONEY THAT IS NOT GOING TO BE USED FOR THE PREPARATIONS OF A FREE AND FAIR ELECTIONS, THEN YOU'RE PARTAKING IN THE DESTRUCTION OF OUR CHILDREN'S FUTURE!

Well, I wonder if Voreqe heard/read the news that the New Zealand government has been ranked as the least corrupt by Transparency International. Now, that's a BIG IN-YOUR-FACE, VOREQE! You see, as you try and paint NZ in a bad way, at least the New Zealand government is doing what elected officials do for their country - the BEST! Unlike you...you go off on taxpayers money to speak to world leaders thinking that your presence there makes you ACCEPTABLE IN THEIR CIRCLE OF LEADERS, you better think again. Military fatalities to get compensation - What about teacher fatalities, nurses, doctors, etc etc?


Fiji military servicemen who died or suffered serious injuries while serving in Lebanon and Sinai from 1978 to 1997 can now receive workers’ compensation.

This follows a Cabinet decision based on a submission by Filipe Bole, Fiji’s Minister for Labour, Industrial Relations and Employment.

Bole said there has been no compensation paid on all the death and injury cases reported by the Fiji military while serving under the UN interim forces - from 1978 to January 31, 1997 in Lebanon and from 1982 to January 31, 1997 in Sinai.

According to a Cabinet statement, the Fiji Battalion in Lebanon registered a total of 30 deaths and 120 serious injury cases while in Sinai, two soldiers died and 65 seriously injured.

Bole said the affected servicemen or their beneficiaries will now be compensated in 2010 and 2011.

Is Reddy's SRD funding another one of Voreqe's useless overseas jaunt?

Right after Mr. Reddy increased the bank's SRD, we hear the military dictator Voreqe is going on another overseas jaunt to talk hunger issues and trying in vain to secure EC funds for his foolish dreams of reforms. Is this the reason for the increase? As I have noted in my previous posting, an SRD increase means the regime is trying to make some withdraws from the economy. Is the withdrawal to fund another USELESS OVERSEAS JAUNT FOR THE MILITARY DICTATOR?

I use the term foolish because he can't dialogue with the people of Fiji or our Pacific neighbours, in order to secure the funds he wants for his foolish reforms, but thinks that the EC will listen to him and give him their taxpayers' hard earned cash to fund his reforms. Well, it's just not going to happen any sooner because the EC will definitely get their cues from Australia and New Zealand. How can the EC show respect and credibility to A DICTATOR to give him funds, when this dictator doesn't even show any respect to the ELECTED DEMOCRATIC leaders, who are his neighbours?

And what would the military dictator's contribution to this summit on world hunger be, when the children of Fiji's hardworking families are been driven to extreme poverty since he stole their elected government from them at gunpoint on Dec. 5, 2006? What other issues about Fiji do these leaders want to hear? They have heard it all military dictator. From whom you may ask? From Australia's and New Zealand's elected leaders, among many other elected leaders who like Australia, New Zealand and the law-abiding citizens of Fiji want a return to democratic rule, without military interference.

And this is all Voreqe will be doing, discussing here, discussing there. All the while, all this money that he spends on his useless overseas jaunts can be better spent on EDUCATING OUR CHILDREN SO THEY DON'T END UP TO BE LIKE HIM. HALF-SCHOOLED ON BEING MORALLY RESPONSIBLE CITIZENS. HALF-THINKERS.

Sada Reddy's SRD Increase sounds fishy!!!

Well this sounds interesting!!!??? But I do stand to be corrected if I misunderstood the situation, but I'll mention it anyway.

So, the banks' liquid assests are on the increase, which means they are giving away more to customers than ever before. Now this for me just doesn't sound right, especially for a country like Fiji, with our current tumultous situation and the global financial crisis. Are the people of Fiji really able to pay-off loans (which make part of this liquid assests) even though most of them have lost their jobs, children can't go to school for lack of bus fares and fees, etc etc.

What Mr. Reddy fails to mention though, according to my research is that "the SRD, or Statutory Reserve Deposit, was used for monetary policy purposes. For instance, the SRD would be lowered if the Government wanted to put money into the economy and raised to withdraw money from the economy. Ok...if this is the case, then what's the WITHDRAWAL FOR???? HMMMMMMM...MR. REDDY, PLEASE, EXPLAIN.


Reserve bank increases SRD levels

The Reserve Bank has increase the Statutory Reserve deposit to all commercial banks from 5% to 7% effective from today.

Reserve Bank Governor Sada Reddy said all banks are required under Section 40 of the Reserve Bank Act to hold a proportion of their deposits and similar liabilities with the Reserve Bank.

He said that there has been a significant build up in system liquidity since April 2009, and the amount of liquidity in the banking system has been on an upward trend, rising significantly in the Septmember quarter by around $170 million to around $350 million from levels of below $30 million in early April.

Reddy said the SRD is expected to supplement recent measures taken by the Ban to ensure that liquidity in the banking system is maintained at an acceptable level while safeguarding Fiji's foreign reserves.

He adds the bank liquidity expected to remain above $200 million and this should not put any upward pressure on interest rates.

Outside pressure won't deter the illegal regime. What about INSIDE PRESSURE THEN?


IT IS TIME FOR FIJI'S LAW ABIDING LEADERS TO TAKE THEIR STAND NOW AND LEAD THE PRESSURE TO BRING THIS REGIME DOWN NOW RATHER THAN LATER!

If they are talking reforms to electoral processes and procedures, then get on with it NOW!

This waiting game is just becoming a NUISANCE because NOTHING is going RIGHT at any given point of this regime's rule. It has ONLY been a domino effect of one negative affect after another. From our economy, to job prospects, to security, to speech, to morale, our nation's ability to MOVE FORWARD as Voreqe and his goons would have liked it to be, is JUST NOT HAPPENING ANY QUICKER. And there is NO GUARANTEE that it will even happen after 2014!

It is time our law-abiding leaders DO SOMETHING! The outside world and the international community are doing their part, but IT'S THE PEOPLE OF FIJI INSIDE FIJI WHO ARE NOT DOING MUCH! I'm sorry to sound harsh but where are the leaders? Why aren't they saying something? Why aren't they talking to each other or something? REALLY!

As much as Voreqe and his goons are becoming the laughing stock of the world, our other leaders who are meant to be getting vocal and doing what is best for our people are not helping either by their inactivity to be seen or heard.

History depicts that the struggles of other people in the world to attain their freedom CAME ALL AT A COST to themselves! But it seems like here in Fiji, our excuse for the waiting game is probably becoming a sign of weakness too.

Do we really want our FREEDOM OR NOT?

We have heard all the lies to cover up stories one after another. Potatoe, Potato seems to be the catch of the day when it comes to semantics with this regime.

Clean-up instead of coup!
Expelled instead of deported? or the most hideous claim I've heard today from Nemani Vuniwaqa saying Prof. Lal VOLUNTARILY left! Right! as if we'll believe you over Prof. Lal's version.

And when did Aiyaz and his lap-dog Voreqe know that the electoral process has flaws and needed reforms? Was this before 5 Dec. or after, in order, to save their dirty backsides from sitting on that bench in Naboro or something?

Our call to those who still want us and the international community to call them our leaders, YOU NEED TO BE PROACTIVE NOW!

Otherwise don't even think that if your name appears on that ballot paper come 2014 (God forbid we have to wait for that long!!!), that right-thinking Fiji citizens will vote for you!

INSIDE PRESSURE IS NEEDED, IN CONJUNCTION WITH OUTSIDE PRESSURE. AND THAT'S UP TO US, ESPECIALLY FIJI'S ELECTED LEADERS, WHO NEED TO LEAD.

TRANSPARENCY International Fiji has questioned the motive of overseas governments in placing travel sanctions on members of the judiciary and their families, which is affecting the calibre of judges Fiji was able to attract, which at the end of the day would affect the level of services provided by the judiciary..

These guys who ask stupid questions like this just don't get it, do they???

Here's the answer Aidney, the law abiding people of Fiji have moved on from the coup culture since it first started in 1987 by another military machismo. Although all the illegals appointed by this military regime keep harping on about what happened in 1987 and the international reaction to that time, it is now 2009, and to teach these numbskulls a lesson, sanctions as such have to be implemented.

And if high calibre judges from Fiji or overseas are not touching this military regime by any means, then it is a clear message to the people of Fiji and the world, that the only support this military regime will ever get is from opportunists and coup apologists. Thus this MILITARY REGIME HAS NO CREDIBILITY AT ALL OUTSIDE THEIR CIRCLE OF LOSERS, THIEVES, PARANOIDS, PSCYHOS, PATHOLOGICAL LIARS, NARCISSISTS, HANGER-ONS, ETC, ETC.

So, Aidney, please, come up with constructive solutions and thoughtful questions that will assist in getting rid of this dictatorship military regime, not aiding and abetting it.

A smouldering row between the governments of Fiji and Australia and New Zealand over travel sanctions on Fiji’s judges has tonight spilled over into a full scale diplomatic war, with the Fiji government ordering the heads of missions of its two neighbours back home within 24 hours.

In a no-questions-taken statement before members of the local media in Suva this evening, Fiji’s Prime Minister Commodore Voreqe Bainimarama said he had made the decision following a meeting with new President Ratu Epeli Nailatikau.

Fiji’s High Commissioner to Australia, Kamlesh Arya was also being recalled to Fiji.

The action is a full-scale retaliation for what Bainimarama said was a “consolidated effort to attack Fiji’s independent judiciary”, displayed by proof that Australia had told Sri Lankan judges recruited to serve on the Fijian judiciary that travel sanctions would apply because they had taken the positions.

Bainimarama said although there had been frenzied denials by the Australian government that visas had been refused, “however, we now know that one of the Sri Lankan judges had the foresight to tape the conversation in which she was informed by the Australian official in Colombo that travel sanctions would apply because had taken the position in the Fijian judiciary”.

This also showed that the Australian and New Zealand governments had been dishonest and untruthful over the matter of travel bans for judges, Bainimarama said.

Bainimarama said his meeting with Nailatikau today took place after a meeting with Chief Justice Anthony Gates this morning where Justice Gates told the PM that interference by the Australian and New Zealand governments in our judiciary undermines the judiciary.

“The Chief Justice told me that this policy of these two governments stops him from nominating credible, well qualified individuals to serve on the bench. He also highlighted the fact that such interference is unheard of, in the absence of evidence that members of the judiciary are breaching any laws internationally or in Fiji.”

AHA! SO THE CURRENT CROP OF JUDGES ARE THE LOSERS-UNDER APPRECIATED-NONCREDIBLE-UNDER QUALIFIED LOT FROM THEIR PART OF THE WORLD? GOES TO SHOW THAT WHAT GOES AROUND, COMES AROUND.

He said the denial of a New Zealand visa on medical grounds to Family Court judge Justice Anjala Wati for the medical treatment of her baby was further evidence of the attack on the Fijian judiciary.

“I am baffled by the position taken by the Australian and New Zealand governments. On one hand they are our largest trading partners, they are members of the Pacific Islands Forum. Sixty percent of our tourists come from these countries and their numbers are growing on a daily basis. The majority of our people who have migrated have gone to these countries. We have studied, worked and holidayed the most in these countries.”

“They claim to be our friends yet on the other hand, they fail to recognise the efforts we are making in being a good international citizen. They fail to understand that we are creating a country based on equal and common citizenry, a country of modern laws, a country which will have true democracy. We have consistently said that we want to engage with our neighbours and indeed with all international and multilateral partners.”

ONLY IN LA-LA LAND IS THIS KIND OF UTOPIAN SOCIETY POSSIBLE, VOREQE. NOT IN ANY GIVEN COUNTRY IN GOD'S EARTH. THAT IS JUST REALITY. TRUE DEMOCRACY IS NOT ABSOLUTE. THAT IS WHAT YOU DON'T UNDERSTAND. IT'S EVERY CITIZEN'S MORAL RESPONSIBILITY TO LIVE BY THEM AND NOT THINK THAT THEY CAN TWIST AND TURN THEM TO SUIT THEIR OWN INDIVIDUAL HOLIER-THAN THOU OUTLOOK. THAT'S JUST DEMONIC!

At the same time, he said it was his government’s duty that no foreign government should interfere with Fiji’s judicial independence and integrity.

“We must always protect and be proud of our sovereignty. I wish to declare that my government fully supports the Chief Justice. We will always ensure that his independence and that of his judges remains unassailable.

VOREQE, YOU MEAN, YOUR SOVEREIGNTY. OF COURSE, YOUR MILITARY REGIME WILL SUPPORT THE ILLEGAL CJ BECAUSE YOU'RE IN EACH OTHER'S POCKET. IT WAS APPARENT WHEN YOU DISOBEYED THE COURT RULING THAT DECLARED YOUR ACTIONS ILLEGAL, WHICH CAUSED THE DOMINO EFFECTS STARTING WITH YOUR ILLEGAL APPOINTMENT AS WANNA-BE LEADER, AND THE ABROGATION OF OUR CONSTITUTION. YOUR DAY OF RECKONING BECKONS!!!

“It is for these reasons that I have told the Ministry of Foreign Affairs to issue communications to the Australia and New Zealand governments that their respective heads of missions are to be recalled within 24 hours.”

I have also informed them that our High Commissioner in Australia is to be recalled with immediate effect.”
